Everton new manager Ronald Koeman is still keen to sign him this month as the transfer windows is set to be closed in the next few weeks.
SkySports reported earlier today that the discussions over a £15million is underway and could be accepted before the end of this week.
Everton are eyeing him as a replacement of John Stone who is expected to leave the club for Manchester City for a fee around £50million.
Williams has also been targeted by Arsenal manager Arsene Wenger but he has not made any bid yet.
The Wales captain has been an important player for the Welsh club for the past several seasons. He could be planning to reject a move to the Merseyside club.
The 31-year-old has made more than 300 appearances for the club.
